Expense management has two pricing philosophies. Seat-based plans charge every active submitter monthly whether they file twice or twenty times. Per-report plans charge only when an expense is actually filed - but every new hire and every policy change raises the bill.

The crossover is subtle: seat plans tax the quiet months, report plans tax growth. Run your real numbers - submitter count and filing volume - and the gap between the two models is often 30-50 percent either way.

Is per-report or per-seat pricing cheaper?

It depends entirely on filing intensity. Light filers (one or two reports a month) make per-seat pricing expensive per report; heavy filers do the reverse. As a rule, below about 1.3 reports per submitter per month, per-seat plans win; above that, per-report plans usually do.

What does expense management software typically cost?

Per-active-user plans run 6-15 per submitter per month. Per-report plans charge roughly 2-5 per submitted report. Corporate card interchange models exist too - the software looks free, and the cost hides in foreign-exchange margins.

Are free expense tools with card interchange really free?

They are free in subscription terms and funded by interchange on card spend plus FX margins on non-USD transactions. If your spend is mostly domestic card purchases, they can genuinely be the cheapest option; heavy international spend should be modelled with the FX margin included.
